there definitely needs to be a walking route down through Penylan along Brandreth Road and onto Maryport Road. That is a very common route to walk and it is not great for wheelchair users. Particularly by Lady Mary Stores where there are driveway kerbs that prevent wheelchair user moving safely and at the top of Brandreth Road where the pavements are very poor and there are no level access routes to cross. This is essential for the area.

9) Do you have any other comments on the Draft Active Travel Network Map for Cardiff?

We submit the following comments in relation to the Penylan section of the ITN Map: 1. Particular care is needed with handling pedestrian access around the trees on Waterloo Road (close to St Margaret’s Church) and on the east side of lower Pen-y-lan Road. 2. A thorough assessment of the phasing of lights is needed at the junction of Colchester Avenue and Waterloo Road. Cars turning right down Waterloo Road continue to be stuck in the middle of the road when lights change from green to red. Some remain, some continue, as they are entitled to do having passed the stop line. Pedestrians trying to cross or cycles moving up and down Waterloo Road can be left uncertain about the movement of cars when this happens and we receive regular complaints about the conjunction. It seems an extension of the green light for cars loving west – east along Colchester Avenue would resolve the problem in an instant. 3. Cars parked in the cycle path on Waterloo Road as it nears the junction with Colchester Avenue is a major problem. 4. The cycle route has to be extended for the full length of Colchester Avenue with particular attention paid to the junction with Penylan Road. 5. However, a cycle path on Colchester Avenue would need to be segregated to be safe but it is uncertain how this can be managed while not losing the necessary on-street parking. We would be unable to support proposals that lead to the loss of the parking spaces on Colchester Avenue as this would simply push cars to other nearby streets which are already congested. The risk is that cars then park in all space available, including close to junctions, itself a hazard to pedestrians. 6. Flooding problems on Waterloo Garden road (the consequence of a stuck back flap on the drain into the brook) mean it become impassable during heavy rain. 7. There continue to be concerns about crossing Waterloo Gardens road at its junction with Waterloo Road because of chevron parking by cars outside the Waterloo Garden shops. This impedes visibility for pedestrians. Cycles turning into Waterloo Gardens are also threatened by cars reversing out of the chevron parking spaces. 8. The plan ought to look at cycling connectivity from Ffordd Bodlyn, though Sovereign Chase, to Brandreth Road. This would open up access to Roath Park and cut out the increasingly busy Ty Gwyn Road. 9. Further details are needed for how a proposed cycle route along Ty Draw Road will be joined to the (currently trial) cycle path on Wellfield Road. Connectivity between these two parts is essential. 10. Any cycle path on Ty Gwyn Road must come with parking restrictions on Ty Gwyn Crescent at the junction with Ty Gwyn Road. Parking levels (university driven) are such that visibility at the junction is poor. 11. Plans for the Ty Gwyn Road cycle route will have to deal with traffic parked north of St David’s College at the start and end of the college day, especially by buses serving the college. This effectively turns Ty Gwyn Road into a single lane road, which is perilous for cyclists. 12. Residents continue to express concerns about cars turning right, against the traffic, from Newport Road into Minster Road. If Newport Road is meant to be a key part of the cycle network, this right-hand turning is a risk to cyclists heading out of town on the Newport Road. 13. Investigation needs to be made about whether the zebra crossing on Llanedeyrn Road near Bro Edern should be operated by a button. At present, the flow of uncontrolled crossing at the start and end of the school day leads to long tailbacks and cars choosing to drive forward often when pedestrians are on the verge of crossing. 14. Marlborough Road (from the Blenheim Road junction to Wellfield Road) is a key predestrian route, but especially so for elderly residents at Thomas Court. The pavement, despite the installation of drop kerbs, is in a poor state and, residents of Thomas Court have told us, a deterrent to walking to Wellfield Road with its important shopping and social facilities. We currently walk to Howardian Primary along Melrose Avenue and Hammond Way, the place it really needs improvement is the crossing on Colchester Avenue, difficult to tell if this is included on the current plan or not

There are limited walking routes shown in Penylan and I would go so far as being unsure why the one route shown at Albany Road is identified as such.

The schedule provides next to no detail on how/in what way these routes will meet an active walking route designation. The red routes seem disjointed, even without bearing in mind the blue routes which incorporate walking and cycling. Surely around Marlborough school you need to designate additional routes to connect with the wider catchment. As a minimum Sandringham or Westville Roads should be added to the new walking routes identified. The designation of Blenheim Road and Agincourt Road is endorsed.

There is very little detail on how the blue routes will be changed to ensure that they are fit for purpose. Ty Draw Road has cycle passing bays at the narrowings. These are either full of leaves, muddy or blocked by cars. This is no way effective but it's not understood how the new proposals will be any different. I would fully support bringing all of the blue routes up to the standard seen 'behind' the Student's Union. Whilst it is not perfect, this route is a delight. It is segregated, clearly defined and its purpose clear. This approach must be the only acceptable approach for all the blue routes identified on this consultation plans. Anything less is sub-par and not what Cardiff City Council should be delivering. Additional routes required: Melrose Avenue - how do cyclists traverse from Ty Gwyn Road to Colchester Avenue. You would not go all the way up Penylan Hill! Also why are the routes around Marlborough mostly red routes? At the moment you are forcing children that cycle onto Marlborough Road and the wider busier roads. Shouldn't Blenheim Road be blue to provide both cycling and walking upgrades?

9) Do you have any other comments on the Draft Active Travel Network Map for Cardiff?

The Travel Network Map for Cardiff must be delivered as a priority. There is no time to put it off. I am told that the connection between the city and Heath Hospital will take 1 year and £6m. At this rate, the Travel Network Map will not be delivered in my lifetime. The Council must find a way that delivers these proposals quickly, effectively and prioritises this Map.
